. eastern on c-span 2. >> president obama was briefed by phone monday about the boston marathon bombings. seated with the president in his white house photo is homeland's security adviser and the white house chief of staff. ther this photo was taken, president also spoke briefly at the white house about these attacks. >> good afternoon, everybody. earlier today, i was briefed by my homeland security team about the events in boston. we are continuing to monitor and respond to the situation as the situation unfolds. we will help state and local authorities protect our people, increased security, and investigate what happened. perhaps the american people will say prayer for the boston people tonight and we say our prayers for the families and victims in the wake of this senseless loss. we do not yet have all the answers but we do know multiple people have been wounded, some gravely, in the explosions of the boston marathon. i have spoken to the fbi director and they are mobilizing the appropriate resources to investigate and to respond. i have updated leaders of congress from both

sure that the border is truly secure. congress passed a law in 2007 requiring that the 100% of the e 0%operationally controlled." president obama and secretary napolitano abandoned that metric. the bill before us weakens that law by only requiring the southern border to be 90% effectively secured. in some sectors. only the so-lled high risk sectors. what about the other six? before green cards are allocated to those here illegally, the secretary only has to certify that the security plans and fencing's are "substantially deployed, operational, and completed." if the secretary does not do her job and a commission is created to provide recommendations, this is just a loophole that allows the secretary to neglect doing the job. another area of interest for me is employment verification measures. as i said before so many times, i was here in 1986 when we for the first time made it illegal for employers to hire undocumented individuals. i have been a champion for the e-verify system a staple in every workplace. it is an important tool to make sure that we have a legal work force. while i
